Parallèlement, au cours des années 1990, circulent au sein de l’aide publique au développement les idées suivantes sur le foncier en Afrique : ● la sécurisation des droits fonciers par le titre pourrait diminuer les conflits et/ou augmenter les investissements fonciers des ruraux ; ● le surgissement de marchés fonciers informels profitent surtout aux élites urbaines et à la bourgeoisie d’État ; ● la sécurité alimentaire doit être replacée au cœur des politiques de développement ; ● les pays africains vont exploser sur le plan démographique vers 2050. C’est ainsi que, de 1998 à 2007, l’État burkinabè s’est lancé dans la réflexion et l’expérimentation en matière de reconnaissance des droits fonciers locaux.
